On Thursday afternoon, Albanian billionaire Behgjet Pacolli responded to recent statements made by the Ministry of Infrastructure regarding the €100 million financing agreement signed between his company, MABCO, and the Delphos Securities fund for the Vlora Airport project.
In a statement published on Facebook, Pacolli described the debate surrounding Delphos as a major falsehood that has created confusion among the public and fueled doubts about the project.
“The narrative surrounding Delphos is a shameful LIE that has created confusion in public opinion and has served as an instrument for certain JUDGES who issued unlawful court decisions,” Pacolli wrote.
The businessman’s strong reaction came just hours after reports circulated online claiming that the Ministry of Infrastructure had sent an official letter to MABCO, raising concerns that the company may have provided incomplete or inaccurate information regarding obligations arising from agreements with the Delphos fund.
According to the ministry’s document, several provisions contained in an amendment to the loan agreement do not appear to be consistent with the way the financing arrangement had previously been presented by MABCO to the contracting authority.
In relation to this issue, it has been reported that the ministry expressed concern that the agreement could create obligations for the concession company Vlora International Airport (VIA) and potentially even for the airport itself.
Pacolli, however, questioned why these concerns are being raised only now, arguing that similar allegations have already been reviewed by the Supreme Court, which ruled in his favor.
“For months we heard the same speculations, accusations, claims, and theories—Delphos, Delphos, Delphos. They were repeated in television studios, political statements, and court proceedings. At the time, they were considered merely the claims of one party in a dispute. Today, suddenly, they are appearing as institutional concerns,” he stated.
Pacolli also rejected the idea that an investor could impose obligations on rights that it does not exclusively own. He emphasized that every concession relationship is governed by clear legal limits and that no party can dispose of rights that also belong to other stakeholders, including the state.
The Albanian businessman further called on law enforcement authorities to investigate what he described as the deliberate use of the “Delphos narrative” to influence judicial and institutional decision-making.
The dispute has once again brought the financing and legal framework of the Vlora International Airport project into the spotlight, with both sides maintaining sharply different interpretations of the agreement and its implications.
