National Citizens’ Assembly Called! 300 Members to Select the Transitional Government That Would Replace Rama and Establish Three New Institutions

Several members of the Protest Coordination Group have called for the establishment of a National Citizens’ Assembly, which, according to them, would be responsible for creating a technical transitional government to replace the current administration following the resignation of the Prime Minister.

The announcement was made by Përparim Gjeka, one of the 13 members of the Protest Coordination Group. He stated that the Assembly would consist of three main institutions:

  1. National Citizens’ Assembly
  2. Executive Council of the National Citizens’ Assembly
  3. General Assembly of the Albanian People

Gjeka proposed that the Assembly should consist of 150 members in its regular composition and up to 300 members in its expanded composition, including representatives from the Albanian diaspora.

According to the proposal, the Assembly would have the authority to nominate members of a technical transitional government and coordinate the actions of the nationwide protest movement.

The initiative also outlines membership criteria, operational rules, and objectives aimed at reforming Albania’s political system while strengthening citizens’ participation in decision-making.

In his public statement, Gjeka invited interested citizens who wish to become members of the National Citizens’ Assembly to contact the organizing group and submit their candidacy.

The proposal describes the National Citizens’ Assembly as a permanent civic institution designed to preserve and implement the will expressed by participants in the nationwide protests of June 2026. It would have the authority to convene future nationwide assemblies, appoint and dismiss its Executive Council, establish technical working groups, and, on behalf of the protest movement, propose the members of a transitional government once the current government leaves office.

The project also envisions an Executive Council of 21 members and a three-member Coordinating Secretariat to oversee the Assembly’s day-to-day work. According to its authors, these bodies are intended to function as civic institutions rather than constitutional state institutions, with the purpose of safeguarding the will of the people and organizing public action whenever deemed necessary.

Membership in the Assembly would be subject to a number of requirements, including adherence to the Assembly’s principles, commitment to its internal regulations, and support for its stated political objectives. The proposal also includes provisions regarding voting procedures, quorum requirements, and the responsibilities of Assembly members.

The organizers emphasize that the creation of the National Citizens’ Assembly does not mean the end of the nationwide protest movement, but rather its continuation and institutional strengthening.
